The calm waters of the harbor are not only the places in and around which the small traders and manufacturers send their wares to distant markets, but they are also the harbors in which the large merchants and manufacturers send their goods to England. Thus the competition between the two is brought to a standstill. And just as in the competition between the great landowners of the continent, a quarrel arises between them over the limits of the coastline. The quarrels must be resolved – settle them, or face the consequences.
